Delivering Better Government identified performance management as the key to enhanced service delivery in the Irish Public Service. Agreement on the introduction of the Performance Management and Development System in the Irish Civil Service.
The first Civil Service-wide Evaluation of the PMDS began in September 2003, using a framework agreed by a Sub-committee of General Council (General Council is a forum for discussion on industrial relations issues between Civil Service trade unions and management representatives). The Evaluation, which was conducted by Mercer Human Resource Consulting, focused on the experience to date with implementation of PMDS and on identifying areas where it could be further developed or improved.
In light of the substantive and multifaceted nature of many of the submissions received from organisations, the Institute of Public Administration (IPA) was asked to conduct a qualitative analysis of these submissions. This Analysis primarily considered the content of the submissions according to whether or not they addressed the specific areas identified in the call for submissions (i.e. Public Service, Civil Service, Local Government, Health Sector, Education Sector, and Justice Sector). It identified thematic issues raised as well as summarising the main issues emerging from the totality of submissions received from organisations. The results of this Analysis have been forwarded to the OECD Review Team, for their consideration.

The Capita report recommends a number of changes in the Appropriation Accounts and assesses the value of accrual information in the context of the performance reporting environment envisaged in the Comptroller and Auditor General Act, 1993, the Public Services Management Act, 1997 and Delivering Better Government. Capita Consulting also evaluated the pilot management information project in the Department of Public Enterprise (DPE).
