The revised Guidelines for the Preparation of Strategy Statements. These Guidelines set out in broad outline the obligations imposed on Ministers and Secretaries General arising from the Public Service Management Act, 1997, and were prepared in order to inform, in particular, the process of preparing Statements of Strategy for the three-year period 2011 to 2013.
This Agreement will ensure that the Irish Public Service continues its contribution to the return of economic growth and economic prosperity to Ireland, while delivering excellence in service to the Irish people. This will be done by working together to build an increasingly
integrated Public Service which is leaner and more effective, and focussed more on the needs of
the citizen.
This report recommends a range of initiatives which the Task Force believes should commence immediately, and be implemented over the next three years.
The Public Service is of vital national interest. How well it performs and how efficiently it operates are of critical importance to the lives of every citizen and the well being of the community as a whole. A high performance Public Service is increasingly recognised as a critical ingredient in international competitiveness, as well as an essential requirement for addressing the complex social needs of modern communities.
This report is the first of a series of country reviews undertaken by the OECD to analyse the success and challenges of Public Service reform from a comprehensive perspective, taking into account the array of public service reforms conducted in Ireland since the mid-1990s.
One of the recommendations of the Task Force Report on the Public Service proposes that county boundaries be adopted for the organisation, delivery and evaluation of services and programmes, to ensure coherence of service delivery at local level.
The Department of Finance released the Report of the Special Group on Public Service Numbers (commonly known as An Bord Snip) on the 16th July, 2009.
In October 1996 the Government invited a wide range of Social Partners to Dublin Castle to participate in discussions on the development of a new national Partnership to cover the next three years. In extending that invitation, Government signalled that the process of negotiation would be wider and more inclusive than heretofore. Government also signalled its desire, in common with the Social Partners, to deepen partnership, taking it from the national level to sectoral, community and enterprise level.
